CEEMOBILITY2035 is a collaborative, multi-stakeholder initiative inviting V4 countries to begin discussing and planning the future of mobility. Driven by policy and technological innovation, the world is moving on from the 20th century model of personally owned fossil-fuel vehicles to connected, autonomous, shared electric vehicles of the 21st century. However, V4 economies and societies – the most dependent on the internal combustion engine in the EU – are not following these trends and risk being left behind.
The automotive transformation underpinning the electrification of road transportation is a highly disruptive force in the EU, creating new challenges and opportunities as well as winners and losers. This is why the European Commission recently announced the Industrial Action Plan for the European Automotive Sector focused on helping the industry stay competitive.

V4 countries arguably face the greatest threat from this transition as the hub of traditional combustion vehicle-centric manufacturing and export with scarce research and innovation capacity. For several reasons, they also have the lowest in electric vehicles penetration in the EU.
Therefore these are the countries that most urgently need to begin the process of a managed decoupling from fossil fuel vehicles in order to avoid a hard landing. This will require a new policy framework and citizen engagementto reshape the labour market, increase demand for non-fossil fuel transport, and promote innovation, among other things. Given the 2035 EU mandate for a 100% cut in CO₂ emissions for new passenger cars and vans is ten years away, this is an appropriate timeline to consider for impact assessments and targets.
This project aims to support this process beginning with Poland, Slovakia and Czechia, through in-depth research and stakeholder engagement. The outcomes will be shared on this website and other outlets.
