An ICCT analysis based on data from 8 million vehicles shows that real-world CO2 emissions from internal combustion engine cars in Europe were 19% higher than official figures in 2023. The gap is gradually widening even after the introduction of the WLTP. Plug-in hybrids show a significantly larger discrepancy: real-world emissions in 2023 were approximately five times higher than official figures.
